Preview Template

I cannot see the template when using the preview icon in the templates form with a new responsibility.  I can see it using the Contracts Terms Library Administrator responsibility, so the problem is not with the template but my responsibility.

I have attached the full menu from the Contracts Terms Library Administrator to the custom responsibility and there are no exclusions.  I have checked the grants, and the function OKC Terms Template Preview IS checked as granted.

Do you have any idea where else I might look to fix this issue?  I searched support for the error message The Template Preview has failed. Please try again. If the problem persists, please contact the System Administrator, but all results point to issues where the template cannot be opened by the Contract Terms Library Administrator, and that is not my issue.
