Custom Object Picklist Export

Is there a way to export the picklist values from custom objects?  Preferrably, only the values that are enabled.   It is odd that I can export the DATA for a custom object, but not the picklist values.  My thinking is the Migration utility or a web service.  Has anybody built a utility to do this?
