OTL user is able to see and book time against project and tasks even though the resource assignment

Description:

 An OTL user is able to see and book time against project and tasks even though the resource assignment at both project and task level has run out - that is the end date is in Dec 2011 but the time is being booked for April / May 2012.

How is this possible??
