Translate language Workflow (french & english)

I have created a new workflow in different languages (P92002), I want the users receve the message either in french or in english, it depends on their language preference setup in P0092, I followed the document ID 641088.1. My setup both in Address Book or in P0092 is in english (LNGP= ' '). All users in my distribution list some are french and some are in english. But when the workflow is executed all my ausers receive the message in english.N.B: the user that execute the workflow is LNGP=' ' (P0092)
Is there any setup that I missed?
