How can we change the sales tax on sales order?

We are in R12 and business not ready to invest in third party tax solution, and with limited man power we have decided to go with flat tax rate per state that we are responsible to file tax, e.g. for TX we use a flat rate of 8% on sales order.  How do we change the rate to another rate when needed on a sales order?  Can it be done?
