creating a new project from template

 Hi 

I am using the applications version 12.1.3. 

 i searched for the project templates and I wanted to create a new project based on a specific template, however I dont see the New button there. 

is there a profile option or setting which displays the new button. 

Also when i want to change the status of the project (from Unapproved etc) to  Active, but the change status button is disabled.

However when i go to the Project, Delivery menu => Create Project. I am able to create project from the html screen.

That project I am able to pull up in the forms projects screen.
