12.1.1 Error When relink FND Module cat: cannot open /.../DEV/appldev/apps/tech_st/10.1.2/lib32/ldfl

Hello,
In release 12.1.1
When running adadmin / relink for module FND
the following error occurs :

cat: cannot open /.../DEV/appldev/apps/tech_st/10.1.2/lib32/ldflags
