OTL: How to setup Authorized Delegate for timecard entry?

Hi, we are upgrading oour 11.5.10.2 environment to 12.1.3. In earlier version we had the Timecard Manager functionality assigned to serveral users in order to enter & maintain the timecards of some employees. Now in R12 version this function has been obsolete but I still need to be able to allow those users to keep on entering other employees timecards. I found the Authorized Delegate option but althoug I've followed all required steps to configure it I'm not able to set it up correctly: I've gone far enough as to have a user that can manage timecards of ALL employees,
