IIR 9.0: multi-lingual match support

Part of our Siebel UCM project is the usage of IIR 9.0.1 as the matching engine. One of the documented features of the IIR 9.0.1 is the multi-lingual match support. When we try to match "Michael"  with its Hebrew translation"מיכאל" we get zero matching. This only one example same goes to every name in English that doesn't match to its Hebrew representation.
