missing 2nd Item Number

Sometimes when we launch requisitions through MRP  messages P3411 using P43032, the requisitions are created in the F4311 without a 2nd item number, short number, qty, and purchasing cost. The description is there as well as the location, supplier, etc.

We have been working with support on this, but cannot  resolve it. 

Any ideas would be greatly appreciated.
