How to disable time entry rules for Time Keeper only, but not to self-service time entry

in Human Capital Management - EBS (MOSC) Question
Is there any way to validate the time entries through Time Entry Rules only to Self-Service Time Entry responsibility without having these rules tied up to OTL Super Time Keeper?
