crs_relocate tool in 10.2.0.3 version

Hi,

we have 2 Node ( Active -Standby ) RACdatabase   running on 10.2.0.3 version . whenever we have maintinance on primary Node we used to failover the service to Standby Node and bounce the processes and then shutdown the primary node.

Once we shutdown the primary node the VIP on primary node will not avilable which causes much delay in the connection using service .

crs_relocate is the tool which we can failover the service to Node-2 , before bringing down the Node-1. But using this tool for VIP failover is supported in 10g ? or any otherways that we can use for vip failover in 10g.
