Upgrade Siebel 7.7.2.12 SIA [PTG] to Siebel 8.1.X

Hi,

we are on Siebel 7.7.2.12 SIA (PTG). According to http://docs.oracle.com/cd/E11886_01/V8/CORE/SRSP_81/SRSP_81_UpgradePaths2.html, we see that migrate to Siebel 8.1.X is only possible with Lang Packs on (English, French, German, Spanish, Italian, Dutch, Japanese), so we need a 2 step upgrade, right? Migrate to Siebel  7.8.2 and then to Siebel 8.1.X or migrate to Siebel 8.0 and then to Siebel 8.1X. Is my understanding correct?
