OTL: Can I prorate labor hours based on 40 hour week ?

We have a requirement as a result of an audit funding. Engineers submit their timecards using Oracle Time and Labor module.

Upon inputing times they ensure the total number of hours worked is equals to 40 hours. In reality they might have worked 60 hours a week, but due to contractual agreements and labor rules they prorate hours to 40. The audit wants to see how do engineers prorate. Is there a way to capture the actual hours in OTL and use formulas to prorate hours to make it 40.
