NOn Recoverable tax showing on Purchase Requistion with a certain location

We are seeing non recoverable tax getting caluclated when entering purchase requisition(expense req with no inventory item).This is happenign only when we use a certain location 'X' (under the desitination fields)on the requisition .Any other location within the same postal code,state,city doesn ot show the non recoverable tax.the tax can be seen when we navigate to the mangae tax window from requisition.we have not enabled any setups in eb tax for so trying to find out where this is getting calculated from.the user is not entering anything in the recovery rate field on the req and is the same (blank)
