Ready to Ship creates two order releases instead of 1

Hello,When I create an order base with release method as prepack and give it two lines.  Then I go to ready to ship and release the full quantities at one from that screen, it creates two order releases instead of 1.  This is on 6.1.5 but on my own environment 6.2.5 it creates it correctly and only does one release.  The planning parms are the default ones and there is no other change or setting triggered both environments are fresh and new.  Any help would be greatly appreciated, i must be missing a planning parm or flag somewhere
