Siebel Web client users unable to access Application

 Siebel Web client users are unable to login into the application and see an hourglass. In the object manager logs, we see that the log is stuck at the query on S_USERLIST_ATT table. We have to restart the application server hosting the object manager to resolve this issue.

As part of troubleshooting, we have done the following things.
1. Manually run the query on the database. We can run it fine.
2. Manually access the File system and it is accesisble.
3. Delete the user preferences and check. The issue exists even after we do this.
This issue occurs on both the DB authenticated and LDAP authenticated object manager. The stuck query is -
