Patch 12807777; patch advisor fails for 11i.HR_PF.K.delta.7

The patch advisor fails for 11i.HR_PF.K.delta.7 patch # 12807777.  This is after downloading and implementing the InfoBundle11i.zip on May 15 and 17 and in separate environments.Customer reviewed Note: OAM PADOWNLOAD AND PAANALYSIS CANNOT DIFFERENTIATE BETWEEN 11.0 AND 11i PATCHES (Doc ID 352212.1)

We run the Patch Advisor very often and just about always with success.
The usual issue is an out-of-date InfoBundle.zip file. 
I suspect the problem is either with the patch or the bundle file.
  I have confirmed that bug # 4896337 has existed in our e-Business databases since 2007-02-17.
