Inventory Item not available to Transact

The Stock for the item# FGI-B2252 LOT# AWAITED is showing 1 (on-hand) [see illustration 1.1]. the available dialog box shows Total Quantity = 1 Available to Reserve = 0 & Available to Transact =0 (see illustration 1.2); and not allowing any transactions for the LOT#;

Kindly help; how to make the quantity available to transact
