Composite form - limits of option 'Combine page'

I would like to link two forms in a composite form. Both forms have the same structure :
POV = 4 dimensions
Pages = 3 dimensions
Columns = 4 dimensions
Rows = 1 dimension
i.e. : same axes in the same level (pov, page, etc.) and in the same order.
When option 'Combine POV' is selected all four axes are put on a common level (at top of web page), and that is what I want.
But when I select 'Combine page' only ONE axis (and the last one) is put on a common level.
Question: is that normal behaviour ?
Because, in the paragraph 'Setting Rows and Columns for Composite Data Forms' in the 'Planning administrator's guide' we can read :
