Applying patch in pre-install mode. Not Reflected in AD_BUGS? . Issue not Resolved?

Hello All,

In many of the patches we find instruction to apply in Pre-install mode (adpatch preinstall=y) .

Ex: 12944782:R12.ZX.B , 10029457:R12.ZX.B 

Customer applied in pre-install mode and issue is not resolved.

So Please let us know the significance of applying in Pre-Install mode.

Does the patch again needs to be applied in normal mode i.e.   (adpatch preinstall=N) ?

Please guide me.
