How to find pactchsets recommended by patchets.sh

hello,
We have upgraded to eBS 12.1.3 from 11i and ran patchset.sh to check the running patchset version at product level and recommended patchset level.
Out of the 24 listed below, only R12.HR_PF.B.4(10281212) we could able to find and download through metalink.
Can you please suggest where to get rest of the patchset recommended and if not, how to achieve latest patchset level for the below listed product.
