'Perl' is not recognized as an internal or external command

Windows Server 2008 R2 64bit

Oracle 11.2.0.3.0

From the command line:

set ORACLE_HOME=C:\ORACLE\Ora11g

adcri

adcri> Show homes

adcri> set homepath diag\rdbms\eyps_prd\entp

adcri> show problem

adcri> show incident

adcri> ips pack incident 9616

I've tried packing problems and other variations and all display the same error (3 times):

'perl' is not recognized as an internal or external command

I've Googled this problem which suggested that Path and Oracle_Home variables are not set but they are. The package is generated but I don't trust it. Do I really need to install Perl?
