The VIP of 2nd node does not come up during startup

I am trying to stand up a RAC (version 11gR2 11.2.0.3.0) on Solaris SPARC 64-bit OS with two nodes.  I completed the first step "Oracle Grid Infrastructure Install".  Everything seems ok except the VIP process for the second node does not come up.  Please see the following config and status output.  Appreciate if anyone can shed some light and provide some suggestions how to correct this problem.  Thanks.
On node 1 -

# ./srvctl status nodeapps
VIP asai01-vip is enabled
VIP asai01-vip is running on node: asai01
Network is enabled
Network is running on node: asai01
Network is running on node: asai02
