root password on console

Our root password expired on 2 of our solaris 10 servers.  On one I was able to logon on to console and change, everything works fine,  I could not access the other one thru the console,

I ssh from working server and was able to enter root password and able to open antoher poutt session and use with no issues.   I am not able to open a console session for this server.

Are there issues with changing password by ssh from one server to the other?

 addtional info -   on the console,  I get this error,  I never get the password prompt.    I reviewed the /etc/default/login file  CONSOLE statement is correct
