Managing Databases using Enterprise Manager (MOSC)

EM wont start

Hello,
Complete newbie.
Our Enterprise Manager has stopped working.
My instructions were to browse to it  via the IP address and port 1158/em. The browser doesnt find EM anymore
I tried to get it running manually by running ./emctl start dbconsole from the $OracleHome/Bin folder
I did this as administrator
Basically it came back with
Service is starting
The OracleDBConsole server could not be started
a system error has occurred
System error 3 has occurred
The system cannot find the path specified


Where is this path configured
-OR-
Anything I should try to get em up and running again.
