Global asset categories major/minor available in all books in Asset Workbench even if not defined fo

there are many corporate books defined - many countries within the instance.

there are several major/minor categories defined specific to a country (book) and therefore not defined for others. When we create a manual asset all categories are available in the LOV to select, however if we pick an incorrect value for the book and then try to add the book there is no value in the LOV. There should no be but is there a way that the incorrect category being availalbe in the first screen?
