Patch 7184125: Oracle Receivables Release 11i: After Upgrading to 11.5.10.2, applying product patch

I am in the middle of this upgrade of one of our test env.
We are upgrading from 11.5.9 to 11.5.10.2 and database 11.2.0.3.
All this was completed but I am now trying to apply product patches.
In order to apply 10273104, i needed to apply a number of patche along with, 6490727 and 7184125. I am getting errors on applying these 2 patches.
While applying patch 7184125

The following Oracle Forms objects did not generate successfully:
