sarmquery78 not reporting UserIDs in AppServer SARM data

Why is it that sarmquery78 (a back port of sarmquery) does not reporting UserIDs in AppServer SARM data. It does report them in SWSE SARM data though.
Perhaps this is not even a 'sarmquery' issue, but rather a general SARM fact - at least in our 7.8 version?

Is this any different in Siebel v8?
