PL/SQL Problem

 Dear Sir or Madam
My customer environment
1. O.S. is Window server 2008 Enterprise 64 bit.
2. Database is Oracle 11g Release2 Standard Edition(11.2.0.3) 64 bit
3. Oracle 11g use AMERICAN_AMERICA.WE8MSWIN1252 at regedit and use set 

NLS_LANG=AMERICAN_AMERICA.TH8TISASCII

Step that I do
1. I install PL/Sql Developer.
2. I double click and found an error.


My question
1. Please suggest me. I do not know how to solve.
