EI Rate Program P079221

I have a question about the Unemployment Insurance Rates Program P079221.  We recently set up a new company and did did not add any EI rates in the P079221.  However, when the payroll calculated, the ER rate of 1.4 still calculated.  Is the default within OneWorld to calculate the standard 1.4 and the Program P079221 should only be used for those companies that have a reduced rate?  We do not have a company 00 set up so it is not pulling the rate from there. 

Any help on this would be appreciated.
