Ceiling in a contribute rule is not working for some quantities

We have a contribute rule in a model that multiplies the order quantity times .002 and we have the ceiling function in the statement rule.   Some order quantities come out correctly rounded to the nearest whole number.  However, some quantities (499 for example) results in a value of 0.99999999.   Has anyone else run into this and how do you resolve?
