BI Publisher - RD stuck in data extraction

We would like to create a BI Publisher template for the W2's.  I've created the RO and RD objects and uploaded a blank rtf to the RO object.  I connected the RD object to a version of the W2 report (R07885) and submitted the specs to batch.  When I run the W2's through the Y/R end workbench the driver program (R07823) that calls all the year end reports including the R07885 never ends.  I have to terminate it.  I can see my RD job and it stays in a status P "data extraction".   If I unhook the RD from the W2 program and run year end
