Patch 8919489 and 9239090: MLS form compiling error after R12.1.1 install with rapidwiz

Installed EBS R12.1.1 using rapidwiz by selecting the following languages -• Spanish, • Japanese • Korean • Brazilian Portuguese• English• Simplified Chinese
• Traditional Chinese

Then upgrade R12.1.1 to R12.1.3 and apply the following MLS patches -
Patch 8919489
patch 9239090

Getting ERROR generating form "forms/ZHT/OEXOEORD.fmx" from input file
/apps/ERPT2/apps/apps_st/appl/au/12.0.0/forms/ZHT/OEXOEORD.fmb

Results of form generation:

There are multiple Forms with in many modules with the issue.
