Patch 12947047: Unable to compile APXINWKB.fmx successfully.

Issue:

After application of Patch 12947047, APXINWKB.fmx is not getting compiled.

Tried to gemerate manually using below command using existing file at AU_TOP

/local/apps/oboedev4/oboedev4ora/8.0.6/bin/f60gen module=/local/apps/oboedev4/oboedev4appl/au/11.5.0/forms/US/APXINWKB.fmb userid=APPS/***** output_file=/local/apps/oboedev4/oboedev4appl/ap/11.5.0/forms/US/APXINWKB.fmx module_type=form batch=yes compile_all=special


No output generated and command got complete. Time stamp of output file also not got changed. see below
