XML template is not getting attached while triggering through other report

Hi All,
I got a problem in XML Report. Whenever I am submitting xyz.rdf (XML Report) directly through submit --> Request form, XML template is getting attached and I am able to see output with PDF format. But whenever I am triggering the same program through other report by using "fnd_request.submit_request" command, XML template is not getting attached and instead of PDF output, I am getting XML output.

Could anyone please suggest me on this. This issue I am getting in both 11i and R12 instance.
