Link of promotional item with Sales order main item

Hi,

Is there any relationship between main item and free item(promotional)? If yes then can I restrict to ship the free item without main item.

Actually what happened, sometimes if stock is not available for main item but stock of free item is available then after releasing the sales order free item shipped without main item and a zero value invoices raised. This is totally meaningless.

Please suggest how I will restrict this. I don't want to use shipset because this is not user acceptable.
