IGW_REPORT_PROCESSING is invalid after upgrades from EBS 12.0.6 running on a 10.2.0.3 database to EB

Upgrades from EBS 12.0.6 running on a 10.2.0.3 database to EBS 12.1.3 running on an 11.2.0.3 database. IGW_BUDGET_CATEGORY_V is no longer valid and attempts to compile return ORA-00979: not a GROUP BY expression.

The package body for IGW_REPORT_PROCESSING is invalid as a result.

Note Invalid IGW Objects After Database Upgrade From 10gR2 to 11gR2 [ID 1358088.1]  seems to be a direct hit but the patch 6629280 is for 11.5.0 of EBS and rejected by adpatch
