Annual Leave Accrual based on number of hours worked

 Hello Experts,

I want to Accrue Annual Leave for employees. Annual Leave days should be accrued every month based on their hours worked on a month. The maximum days they can accrue in a calendar year is 26 days but there are employees for 23 days as well, hence there is no standard entitled days. I want to accrue days based on number of hours worked. can any one suggest me which table method best suits for this scenario?
