Employee wise Budget Allocation

Greetings!!!

I want to allocate budget to theCost Centre+Location and employee. For example...my budget of INR 5000.00 for the segment Co+Cost Centre+Locations...these are segments and in addition to that want to allocate emplyee also.i.e.in Cost centre - Finance having 10 employees and want to assign budget for the employee randomly. Mean 1000+3000+50...like wise. No formula or the % are concern. Management will decide the budget and allocate to the employee...
