Arabic Numeral in FMW Reports 11gR2

Hi
I install FMW Forms&Reports 11gR2 in OEL 5 x86_64 and config it for deploying Forms and Reports in web
but I have some problems:
1-Arabic Number in PDF output are Latin.

I read follow aricle by my problems does not solved:
