Solaris user privileges

If I assign a user with 'root' group, what will be the effective privilege changes for that user?

Our management is asking to create a user with privileges more than a normal user (privileges should be bit less than root, should have the permissions to view the command outputs,
but should not have the effective permissions for changing like IP, format, dladm, etc.,) I’ve suggested the RBAC, but our management is expecting users to have privileges without login in any roles.

Kindly suggest me some solutions.
