Patch 12807777:11.5.10.2: OAM Patch Analysis Fails With Error

I went to OAM to perform my Patch Wizard -> Analyze Patches like like I normally do for any new patch but I'm getting the following error:

INFO: The patch does not contain b12807777.ldt since it is an old patch. Patch Advisor cannot be used for this patch.

I can see the .ldt file in the 12807777 folder where I extracted the two zip files.

I had no issues analyzing any of the Year End Phase Patches or the 1st Quarter Statutory Update patch we just applied a month or so ago. I noticed that this HRMS Rollup came in two separate .ZIP's whereas the previous ones have usually been a single file. As a further test I tried analyzing another patch to make sure no changes unknown to me had broken our Patch Analysis funcationality but I can still analyze other patches without a problem.
