Applying Material Overhead to a Discrete Job As a % of total value

Having difficulty in getting Material Overhead to apply to completed Discrete Jobs. Need to aaply 9% to Total Value. This total would be all material, since no resource transactions are being used. Is this possible, and if so what is the setup?
