Receivables receipt for Miscellaneous Cash does not have Tax Code LOV available and tax is not creat

In R12.1.3 when using Receipts form to create a 'Miscellaneous' Receipt Type, I can select the Activity 'Miscellaneous Revenue' and the Tax Code defined against the activity defaults as expected. However the Tax Code LOV contains no entries and any distribution created does not calculate tax as required. Can anyone advise the solution to this issue.

This is urgently required for CRP taking place this week.
