Intermittent ORA-04052

We have some strange thing happening. We have an SQL script which creates a database link and the runs a PL/SQL with statements for both databases. The script is run from various PCs running Windows 7 and SQL-Developer. It is also run against two different sets of databases. Every now and then we receive an ORA-04052 unable to connect to remote database for one set of databases. This problem occurs on any one of the 5 PCs running this script, whilst the others work without problems. After a while - reboot of the PC does not change the situation -
