Applying R12 merged patch Error loading seed data for IBY_UPG_PPP: SYSTEM_PROFILE_CODE = IBY_PAY_EDI_ANSI_X12_820,  ORA-06508: PL/SQL: could not find program unit being called

the following error occurred :

Uploading from the data file /u04/oracle/ELM/apps/apps_st/appl/iby/12.0.0/patch/115/import/US/ibyupgpp.ldt
Altering database NLS_LANGUAGE environment to AMERICAN
Dumping from LCT/LDT files (/u04/oracle/ELM/apps/apps_st/appl/iby/12.0.0/patch/115/import/ibytmppp.lct(120.6.12010000.2), /u04/oracle/ELM/apps/apps_st/appl/iby/12.0.0/patch/115/import/US/ibyupgpp.ldt) to staging tables
Dumping LCT file /u04/oracle/ELM/apps/apps_st/appl/iby/12.0.0/patch/115/import/ibytmppp.lct(120.6.12010000.2) into FND_SEED_STAGE_CONFIG
