Unable to apply patches 9685457, 9889680 & 894040461

Applying patch 6678700 got error ORA-06512 at "APPS.HR_API_USER_HOOKS_UTILITY", line 891note 1174964.1 outline apply this patches in 12.1.1 environment
after the upgrade attempted run them and got this.

AutoPatch error:
adprdf(): At line 3 in file u9889680.drv:

This patch cannot be applied to your current release.


Patch's intended release is "11.5.0"
Your   current   release is "12.1.1"
