Deploying EBS Release 12 Code

To reduce 'downtime' for the Release 12 upgrade - I'd like to install the Release 12 code  on a new APPL_TOP on the production server.   In my testing - When I use RapidWiz, it is  prompting me for the APPS password - but it does not appear to connect to the Release 11 application.  My question:  Can I deploy the Release 12 Code on a new APPL_TOP - while the Release 11 Application is running?   RapidWiz takes a very long time - therefore, I don't want to utilize the scheduled downtime for something like installing the code.
