Credit Hold for Customers

Is it possible to insure that ALL orders a customer enters goes immediately on credit hold?  We have set up with Parent-Child Customer Credit checking, and parent has $1.00 limit, hoping that all orders entered for children would go on hold.  Not the case when unapplied cash exists for children, which changes the exposure of the customer.  Previous ERP system (great to convert to this, though!) had ability to place customer immediately on credit hold, and we're hoping that can be done here as well.  Anybody have thoughts?  Thanks!
